He took the power from Peter who copied Hiro's ability,he just had to be near them to copy their power.

I’m a big Chester Arthur fan. I’ll have to try such a sandwich someday on a road trip to Lexington Avenue. Probably swing up to Vermont to check out the Chester Arthur Home too. But the sandwich is far more exciting.
